The minimum size of culverts to be used on public roads, driveways on public roads, drainage canals or any other areas where culverts are needed is hereby established to be 15 inches. Any culvert smaller than 15 inches would be upon recommendation of the public works director but in no event would this size be smaller than 12 inches.
