Floodplain Notes:

Properties in a flood zone are required to have a finished floor elevation at least 2 feet above the established Base Flood Elevation or 1 foot above the centerline of the road, whichever is higher. These properties are also required to have ZERO uncontained fill.

Properties in Coastal High Hazard areas (VE & AE zones) must be elevated on pier or piling foundations so that the lowest horizontal structural member is at least 2 feet above the Base Flood Elevation. A minimal amount of fill is only allowed for site grading purposes or to fill holes. The design of the home must also comply with all FEMA restrictions including breakaway walls, flood openings, corrosion-resistant materials, and must be designed to resist floatation. A V-Zone certificate from an engineer is required in order to obtain a building permit.

  3. Soil Test (also called "perc test")- Onsite Wastewater Permit
  4. Plot/ site plan by CT Homes
  5. Engineer stamped plans
  6. Preliminary Elevation Certificate (flood zone only)
  7. Under Construction (form board) Certificate (flood zone only)
  8. Final Elevation Certificate
  9. V-Zone Certificate (for properties in a Coastal Zone)
  10. Non-conversion Agreement (for properties in a Coastal Zone)

Notes:

  • Permit portal ONLY available for properties NOT in a Special Flood Hazard Area (SFHA). Permits for properties in a SFHA must be submitted in-person to the Harrison County Code Enforcement office.
  • The permit portal requires ALL construction setbacks to be included on a plot plan.
  • 911 addresses are NOT assigned until a permit is issued unless the property is in an established subdivision.
  • Once a permit is issued, CT Homes will receive a set of plans stamped by Harrison County. A full copy of these stamped plans MUST remain on site and available at all times! Failure to do so will result in failed inspections.
  • PROPER ACCESS TO PROPERTY (CULVERT) – MUST BE INSTALLED PRIOR TO FINAL INSPECTION. FOR INFORMATION ON INSTALLATION CONTACT HARRISON COUNTY ROAD DEPARTMENT AT 896-0201.
