Permit Requirements:
- Recorded Deed
- 911 Address (use PPIN or Parcel/ Assessment # in new HMS under "Customer Requirements")
- Register at Baldwin Citizenserve portal. (Both contractor & client can use this form)
- Covenants/ Restrictions for Approved Subdivisions
- Sewer Permit/Release:
- For sewer service, contact the sewer utility company for the property’s area to obtain sewer release.
- For septic tanks, contact the Baldwin County Health Department at 251-947-3618 or 251-937-6935 to obtain septic tank release.
- Survey of Property
- Plot Plan by CT homes
- Stamped/Signed Engineered construction plans by an Alabama licensed architect OR engineer
- Permit to Develop in a Special Flood Hazard Area (If in SFHA)
- Preliminary Elevation Certificate OR Temporary Benchmark (If in flood zone)
- Final Elevation Certificate (If In Flood Zone)
- Coastal A Zone or V Zone certificate (If in said zones)
- An "Under Construction" Elevation Certificate may be required if deemed necessary by the Building Official.
- No-Rise Certificate (if in Floodway)
- Unzoned Land Disturbance (If in Flood Zone)
- Driveway Permit
- For driveway located on state highway, contact Alabama Dept. of Transportation (ALDOT) at 251-937-2086
- For driveway located on any road other than a state highway, apply online on the County's Highway Department website. For questions, contact the Baldwin County Highway Dept.: North Baldwin: 251-937-0371, Central Baldwin 251-972-6897, or South Baldwin 251-990-4635
Notes:
- Electric utility companies will not connect electrical service for a structure without an electrical permit. You must obtain a permit for the structure before you can obtain an electrical permit.
- for UNZONED Property within a Special Flood Hazard Area and/or a Potential Wetland Area NOTE: This section does not apply to permit applications for trades such as Re-Roofing, Mechanical, Electrical, Plumbing, and Fire Protection Sprinkler. ______ UnZoned Land Disturbance - required for any property located in a unzoned area if any land disturbance will occur within a Special Flood Hazard Area and/or within a Potential Wetland Area. - Section #5: Location Based - for ZONED Property
- NOTE: This section does not apply to permit applications for trades such as Re-Roofing, Mechanical, Electrical, Plumbing, and Fire Protection Sprinkler.______ Zoning - Site Plan Approval (also known as a Land Use Certificate) - required for any property located in a zoned area if any structure will be added to the property, if square footage will be added to or modified on an existing structure, or if there will be a change in the use of an existing structure. There may be other projects that require a Site Plan Approval/Land Use Certificate as well. Determine if a property is zoned and if a Site Plan Approval is required by contacting the appropriate Planning & Zoning Dept. The Land Use Certificate must be applied for and issued BEFORE a building permit can be approved and issued.
Requirements for Development within the Coastal High Hazard:
Coastal A Zones and V Zones
- No habitable area is allowed below Base Flood Elevation + 1 foot freeboard.
- All construction material used below BFE + 1 foot freeboard must be approved flood resistant materials to prevent rot or decay
- All foundations must be pile or column supported- no fill allowed!
- Fill material is prohibited to be used for structural support of buildings. No more than 2 feet of fill material (soil or sand) may be used for landscaping and leveling purposes.
- Per Section 45-2-170 of the Code of Alabama, 1975: The Building Official of Baldwin County, Alabama, shall not issue a building permit for the construction of improvements, including, but not limited to, driveways and foundations which use clays, sand clays, and other materials which may discolor the natural white sands and waters in any of the following unincorporated areas of Baldwin County, Alabama:
- south of Highway 180
- south of Highway 182
- 600 feet north of Highway 182
- within 500 feet of Baldwin County Highway 2
- anywhere on Ono Island
If the property is located in one of those areas, then a small sample of any proposed fill material (sand, soil, gravel, etc.) must be submitted in person to one of the Building Department offices prior to issuance of a Building Permit. The Building Official will review the fill material to ensure the color and type of fill is acceptable per the state law.
- The Baldwin County Building Department does not currently require or issue permits for gas fitting. However, the guidelines of the State of Alabama Plumbers & Gas Fitters Examining Board must be followed. Property owners should not perform their own gas fitting work. Gas fitting work should be performed only by contractors who hold an active Master Gas Fitter license from the Alabama Plumbers & Gas Fitters Examining Board at http://www.pgfb.alabama.gov/.
