Single-Family Residential New Construction Permit
Permit Requirements:
- 911 Address (contact Kyra Hendrix at 985-537-7603)
- Recorded Deed
- Flood Zone Determination/ Preliminary Elevation Certificate (Everyone.)
- Stormwater Pollution Prevention Plan (SWPPP)
- Survey of property
- Under Construction Elevation Certificate/Form Board Certificate (If in Flood Zone.)
- Final Elevation Certificate (If in Flood Zone).
- Coastal Use Permit Joint Form (All Properties) Online App CoO
- Review and approval by the Floodplain Manager, Only if in AE or VE zone.
- Culvert Permit Fee Estimate, if applicable (contact Public Works at 985-652-4815 for estimate).
- Letter of No Objection ( Buildings within 1500 Feet of Levee)
- Pontchartrain Levee District and/or Lafourche Basin Levee District U.S. Army Corps of Engineers, and Office of Coastal Protection and Restoration if work is within 1500’ of the mainline Mississippi River levee or if otherwise applicable. (Levee Districts: Westbank – 225-265-7545/ Eastbank – 225- 869-9721)
- Grade Certificate/Benchmark Certificate by a licensed land surveyor
- ONLY if in an AE or VE flood zone. Also, a VE Design Certificate signed by a registered professional engineer or architect, if in a VE flood zone

- Culvert Permit
- An application for a culvert permit must be submitted in writing, signed by the property owner, and must include design specifications and drawings of the proposed culvert and its location on the site with respect to adjacent roads or highways. Culverts installed by owner. The property owner is required to provide for the materials, labor (to be completed by a contractor, licensed appropriately as required by the Louisiana State Licensing Board for Contractors), and equipment associated with the installation of culverts over 100 feet in length and over 30 inches in diameter. The department of public works will not provide labor and equipment for such requests.

A permit from the utility company is required for Entergy in order for power installation at said address.
Demolition permits are only required for buildings or structures in excess of 600 square feet.

Construction Docs Construction site requirements
Detailed set of complete construction plans- (11’’x17’’), including site plan that indicates all actual Building setback dimensions, parking spaces (2 required), and driveway. Plans MUST contain a statement that indicates the building codes the structure was designed to and that structure was designed to meet 120mph wind load requirement. (See attached “New Residential Permit Plan Submittal Checklist). Please contact South Central Planning for any plan review questions at 985-655-1070.
Floor Plan, elevations to include:
- Type & Location of any fire resistance rated construction used in the project.
- If ceiling grated than 10 feet, required architect/engineer seal
- For 120MPH+ wind zones Identify methods used for opening protection. i.e. Single ply panel alternative (1st & 2nd stories only) or large missle impact glazed window
- Gravity & wind design criteria, Floor live loads, Roof live load, basic windspeed, wind exposure cataory
- Include insulation type & R-value. Minimums R-13 Walls & Floors, R-30 Ceiling.
- All raised building foundation systems greater than 36" or pile supported shall be signed/sealed by registered architect/engineer
- Light fram (wood) construction- Plans are required to be signed/sealed by arch/engineer with specific framing & bracking details when roof pitches exceed 12 on 12 or exterior wall heights exceed 10 ft. between floor & ceiling plate
