Setback Requirements:

  • The minimum set-backs for newly placed mobile homes or buildings defined herein, will be as follows:
  • • 25 feet minimum front setback from a right-of-way or property line for residential or commercial buildings.
  • • 25 feet minimum side and rear setbacks from right-of-way or property line for residential or commercial buildings.
  • • A minimum of 25 feet between building structures on a single lot of record where there is no property line or right-of-way between such buildings.
  • • No building will be located, in whole or in part, within or across private or public servitudes, easements, or rights-of-way.
  • Sec. 5-156. - Minimum lot size and lot width. Minimum lot size and lot width for placement of a mobile home or manufactured home, or a newly moved building, and not within an approved mobile home park in St. Helena Parish, shall meet minimum parish and state health and building codes. The required lot size is approximately one-half acre, or 22,500 square feet, per living unit for such units not connecting to approved community sewerage systems and to be served by individual sewage treatment systems. If the unit being placed is to be on property or a site already occupied by another living unit (house, apartment, mobile home, or business), then there will be at least 22,500 square feet on such property or site per living unit located or to be located on such property.

No permit shall be issued for any structure in Zone A or Zone AE unless the lowest floor of said structure shall be above the base flood elevation as determined by the St. Helena Parish Floodplain Administrator.

Permanent electrical power shall not be allowed for any structure that lies in Flood Zone A or AE unless the required certification by a registered surveyor or engineer is presented to the parish or its designated agent.

AO/AH zones: All new construction and substantial improvements of residential structures shall have the lowest floor (including basement) elevated to or above the base flood elevation or the highest adjacent grade at least as high as the depth number specified in feet on the community's FIRM (at least two feet if no depth number is specified).

Floodways: Encroachments are prohibited, including fill, new construction, substantial improvements and other development within the adopted regulatory floodways unless it has been demonstrated through hydrologic and hydraulic analyses performed in accordance with standard engineering practice that the proposed encroachment would not result in any increase in flood levels within the community during the occurrence of the base flood discharge.

Residences, business or other structure assigned and addressed by the district shall have the address numbers posted with at least four-inch reflective sign or numbers that can be clearly seen from the roadway. If the structure is too far away from the road to be seen, the address numbers shall be posted at the beginning of the drive or path to that structure on a post or fence within 35 feet of the roadway. If the driveway or pathway leading from the named road serves more than one address, all addresses served by that driveway or pathway shall be posted within 35 feet of the roadway or pathway. Additionally, the individual addresses shall be posted on each structure or residence served by the common driveway or pathway.
