Permit Requirements:

  1. 911 Address & Recorded Deed
  2. Right-of-Way Permit Application
  3. Certificate of Appropriateness (Historic Districts Only)
  4. Utility Determination with water and sewer tap fees paid
    • Municipal Sewer connections: Covington City hall 317 N Jefferson Ave, Fill out permit.
    • Private Septic Systems: LA department of health St. Tammany Office-Koop Drive- 985-893-6296
  5. Tree Removal or Trimming Permit and Preservation Plan
  6. Stamped Survey of Property
  7. Completed Build Permit Application
  8. Plot Plan by CT Homes
  9. Engineered Drainage Plan
  10. Engineer stamped plans
  11. Form Spot Survey/Form Board Certificate (Everyone)
  12. Preliminary/Origibal Elevation Certificate (Flood Zone only "A")
    • Flood Zones B & C - need elevation shots

Notes & Other:

  • Dirt work may NOT commence until a building permit has been issued.
  • Permit applications and all required documentation must be dropped off in-person at City Hall. Ask for Lora Matherne!
  • Properties that have not been combined prior to 2005 zoning MUST be resubdivided/ combined. Only requires administrative approval from Planning.

  • Minimum Slab Elevation All residential and commercial construction shall be designed such that the slab or floor elevation of such construction is at least 12 inches above the centerline crown of the roadway abutting the property upon which the construction is located or at least 18 inches above the roadside ditch bank elevation abutting the property upon which the construction is located, whichever is higher at their highest point fronting the building. If the property is completely surrounded by streets, such as a building that takes up an entire square, the elevation will be based on the crown of the highest street abutting the property.
